That first quote about Bully we already know about.
The rest, about LA Noire, was new.....
Earlier this week, Rockstar said it could return to L.A. Noire at some point inthe future.
"While there won’t be any more DLC or additional content for the current release of L.A. Noire, don’t count out the possibility of a new game in the L.A. Noire franchise in the future. We simply have not decided anything."
Rockstar added that it may take a while but a sequel may arrive one day. "We’re all very pleased with how that game turned out and are considering what the future may hold for L.A. Noire as a series. We don’t always rush to make sequels, but that does not mean we won’t get to them eventually – see Max and Red Dead for evidence of that – we have so many games we want to make and the issue is always one of bandwidth and timing."

From my knowledge, there is a game that uses the L.A. Noire engine in development, except it takes place in colonial China.

^ The game you're referring to is "Whore of the Orient"..... A game currently in development by Team Bondi, same people who made L.A. Noire. Set in 1936, Shanghai China.
