How do I increase a ped's grapple frequency (less attacks, more grapple moves)?

yes you can give the character class to grappler and then give then less attack frequency via pedstat.... :D

Are you just guessing? I tried that, doesn't work and instead Lefty and Vance now have the bear hug.

They use the bearhug because you changed their fighting class to "Grappler". I don't know if changing the fighting class to grappler increases the grapple frequency, but If you want their original grapple attacks then change it back to "Melee".
This is Lefty and Vance stat:

Since there isn't a "Grapple Frequency" stat in pedstats you can try with this:
The green number is the attack frequency and the red numbers are the grapple reversals (strikes and grapples). Try messing with them to see if they grapple more and hit less.

Um, the reversals aren't the ones I need. According to Rise, the grapple frequency is located in Bully.exe.

Grapple frequancy is done through C++ (may not be 100% true on this one but meh :P)

Grapple frequency is either in the .cat files, or the .exe, as Rise said.
I did notice it depends on the style. For instance, G_Grappler_A and J_Grappler_A have very high grapple attempt frequencies compared to P_Grappler_A, G_Melee_A, and B_Striker_A.
