Title: Anyone ever make custom original NPC`s?

I have absolutely no idea how to mod bully (and cant, since i cant run it).

However, has anyone ever made a custom NPC? Is this even possible to do?
Because i had a suggestion if its possible:

If someone ever makes a custom NPC for the game, if its at all possible to make custom voice overs, i would do voice acting.  :ajajaxh5:

Importing custom models and replacing them with other peds, yes. But creating a new character from scratch? Nope. That hasn't been done yet. I imagine it'll require cracking both default.idb and the audio binary files.

Well... No...
and Red I believe u will also need to crack Ide.img to add up his clique and set his stat or something like that maybe not sure tho.
I only know 1 simple thing about Character creation and thats just to create his own stat that he can use it while playing Bully but that is also very buggy or may cause my game to crash.

default.idb is the main file in the ide.img that controls the peds.

default.idb = default.ide compiled.

Yeah that is right but you also need a decompiled version of

MXDs.MGR

I guess that in order to decompile those, we will need some converter created by a C++ script am I right?

Yes, but you need more than C++ knowledge to do that.
