How to grap townperson or prefect without lock on them first ?

Grap with pressing R key without right click at the same time.

I don't know if there is a way. It seems to be for the teen cliques or hostiles only.

I think it's too help you from accidentally grapple someone who would get you a red wanted level when you meant to grapple someone else.
Works with prefects though.
