Where do you want to increase the population? If you want to increase the population in the school area, boys dorm, boxing gym, etc, you can edit this file.
Bully folder\Config\Dat\Pedpop.dat
If it's another interior try extracting the population.dat inside trigger.img with imgtool.
There is already a tutorial showing how to edit this file.

Yeah but only a few interiors and places in the main map are listed there. Population.dat has most of the places but all of them are part of the main map, not interiors.

The problem using LUA is that the peds only spawn once and always in the same place. With the population.dat random peds from each faction will spawn and not an specific one. Also they spawn around the area and not always in the same place.

^ True, LUA for THIS sort of thing is not necessary, I myself have done it... I could post a video, but I'm pretty sure UltGamer has posted a video, and Madman did a big tutorial on it.

Incorrect.
To do what you're mentioning, you can use AreaPopulationOverride.
