It's recycled code from GTA. Refers to the civilian SUV.

Yea, Bully has some connections with GTA for instance.
It has handling for Buffalo, Hunter, ETC.

I reckon the handling.cfg was recycled from GTA SA.

All the names, aside from COPSUV, are from GTA.
