I'm trying to delete the Red Ninja Outfit to be Johnny Vincent. But I can't delete it. It says "Dir file error! Maybe in use ...exiting... but it doesn't exit.

1.) Make sure Bully isn't running.
2.) If your running Windows 7, before opening IMG Tool, right click on it and select "Run as Administrator"

2 things.
1.) Is your account administator or guest?
2.) If IMG Tool is on your desktop do this: Goto run (Winkey, which is Windows logo key and R) then type C:\users\*yourname\desktop\IMG Tool.exe
It should force IMGTool to be booted into Admin.
*: Your PC account name.
