is there a Cel Shader Mod for bully? or some1 can make one?

No mod of that type currently exists. However one could be possibly made just by doing major retexturing. Though to make it look pretty convincing on the cell shaded look and feel it would be a lot of retexturing but it can be done.

One of the modders here that can do sking might be persuaded to give this a try since it is a interesting idea. I unfortunately am too busy atm to have tim to attempt this ...not to mention my todo list is quite large as it is right now....lol.

That would require a complete revamp of the engine.
