Title: would you say Jimmy turns into a Bully later in the game

Short answer is no. He becomes an ass due to becoming mad with power but that's different from being a bully. Only time he is really a bully is during chapter 3 when he goes against the Greasers for no real reason other than to 'supposedly' prove he's better than them but chapter 3 was one of the few sketchy/inconsistant parts of the story.
