It's nearly impossible, but yes.

I've knocked them out before, it's not that hard. Just use a tree or something where they can't get to you.

Are the prefects like the cops in The Warriors? Kinda hard but yet easy after you've mastered the game?

When prefects get to you in yellow trouble mode, you can escape them. When it is red, you can either fight or run but they can take your ass down
