Well, if you kind of think about it, it is in a dorm room, one could argue that it's a studying tool.

No, it didn't.

They likely put it there for the importance of your dorm room. I mean, if you had a chem set at every hideout, why would you stay at the dorm?

All in all, I slept 75% of the time in the dorm because for the next mission, I wanted to be ready for anything. For Complete Mayhem Part 2, I owned everybody because I prepared myself beforehand.

Since many weapons spawn throughout Bullworth, i think one chem set is enough.

It doesn't matter because you find fire crackers and stink bombs EVERYWERE! And plus if there were more chem stes, the importance of your dorm is depleted. I like my dorm for all the memorabalia (Can't spell) on the walls and stuff. I always think "When did he nick that?!?"
