Yes and no.
First off.....yes because there is a test script that when executed passes all classes and missions instantly. This was put in by the developers in order to quickly move thru the game to test certain areas. This script is buggy but if it is really wanted badly....I may be able to fix it and release it soon.
no because while you can do what I said above....the easiest approach would be to edit the savegames for bully. However until a savegame editor is created...this can't be done.
