It is doable but it would require someone to locate the clock textures and animation files and basicly hack that...or if someone creates a working scripthook and releases the full sources for it here...then a scripthook could be used to inject a replacement clock using a modded directx dll hook. GTA san andreas uses a similar approach to some of the various speedometers out there that you can download.
