Download (http://www.mediafire.com/download/o5l978glyce2917/Grove_Street_Gangster_Skin_Mod_by_jedijosh920.rar)

Installation:
Replace GN_Bully04.nif and GN_Bully04.nft in World.img.

(Optional) Replace STimeCycle.lur to play as the Grove Street Gangster, press the down arrow in-game to switch to his model.

Would be cool if you made all the bullies to grove street. 

Making them to townies would make more senese though.   Nice mod
