It's not meant to be a mindblowing new experience and that's why it's only $15. It's just for those who want to enjoy Bully but only have a PS4.

It's mean Rockstar still developing Bully, so there's still a hope about release of Bully 2.

Not necessarily, this is just Bully running on the PS4's PS2 emulator. Sony probably just needed to get permission from Rockstar and they probably did the rest. If Rockstar did have to do a few things though, it still isn't a shit ton that was added.
