It's not really much of a tutorial, it's just a list of character's model names in the world.img, to help those who don't know what character is called what in the world.img.

Obviously nothing too difficult like "How decompile Bully's exe and modify it to work with the RAGE engine and recompile it".

I learnt how to rip models from GTA V recently and I found out the GTA Online textures are 256x256. :|
Bully's are 512x512!!!
What is the madness R*!?!?!?!
I wanted to replace some shirts with those from GTA Online but daaaaaaammmn 256x256 is tiny. That's GTA SA resoultion!
