Save the GIF, upload it to Photobucket and then use the "IMG" Link provided there.

Did you use the (img) [/img]thingo when you tried to apply it to your siggy or whatever you were using it for?

Go to your account, click on the "Modify Profile" Option then click on the "Forum Profile" then do what I told you.

Easy as that.
