how bout this:redesigned bullworth (new buildings,can enter all buildings,TV/radio tower (for mobilephone signal) in door skating rink,more stores...) and mountain city next to bullworth with rival school and that stuff (there will always be winter there,and you go there by train)

Yeah, exactly what I was thinking, but to make it riskier for the ninja, once you're discovered, your location is revealed on the map for all to see.
