For Importing GTA .dff you need to use 3DS Max and install the addon "Kam's Max Scripts"
http://www.gtagarage.com/mods/show.php?id=9172 (http://www.gtagarage.com/mods/show.php?id=9172)
Then use that script to import your .dff model,
1. In 3ds max, click the hammer icon in the right panel, after that click IFP IO (see attachment 1)
2. After that a window will pop out, just click the import dff and search your .dff model (see attachment 2)
3. after that your model will load in the 3ds max
4. then after that just export it out in .obj in 3DS Max

If you mean rotating mesh in blender, then
In Object mode, just click RMB (right mouse button) the mesh, and press R Key and rotate it after that press the Space Key or Enter Key to confirm the rotation

Try ZModeler, it has .dff importer and it has .obj exporter too

Yes, blender can be use to rig .nif file but you must use blender 2.49 since it is the only blender version that has a .nif importer & exporter

Hey man, i'am still got a problem.
How to give the texture to the mesh we import into blender??
The imported dff i'am export it to 3ds, cuz obj doesn't exist.

Edit : and i see your tutor rigging ped, it'$ using 3ds max are i can use it to blender too?

I actually know how to rig using blender too, but there is a problem with it. The .nif exporter has a little bug in it. When you exporting out your .nif rig, there will be some hole on the rig model (see attachment 1)
So I still recommend you to use 3ds max
and adding texture to a model in blender is actually much more complicated than 3ds max (in 3ds max you only need to drag the texture to your model)
ps. I send you a pm, who knows it can change your mind to use 3ds max instead

Well i dont really care about the hole will i get.
Here my proces on attAchment
Thing i cant do:
1.import the texture of new model
2.make the 2 model became 1 model
3.moving the leg and hand new model to leg and hand old model

Here is a video about how to attach the texture to a model, and as you can see it is much more complicated
https://www.youtube.com/watch?v=S_vfAAQQM_A (https://www.youtube.com/watch?v=S_vfAAQQM_A)
and about rigging in blender you need to use a script name "bone weight copy"
https://www.youtube.com/watch?v=vxabE-tDg0o (https://www.youtube.com/watch?v=vxabE-tDg0o)
Please note that bone weight copy take times, it depends on how complex is your model, if your model got many vertices it will take like more than 1 minute or more
While in 3ds max it just 5 second to rig your model,
Blender is good free software, but 3ds max is much more powerful software though
If you think this 2 video is not good enough, just google it on youtube, there is a lot of blender tutorial out there
