I think the Zorro mask can be unlocked by picking a large amount of lockers until you find it.
Though on Halloween, the chance of finding one is WAY greater.

Isn't the Bandit mask unlocked by simply picking 10 lockers anyway?

In terms of other clothes, I suppose any black trousers, black shoes & a black top would do the job to complete the look.  The only downside is there's nothing with a cape.
