I really don't think the bullies have a second in command.....it's more like they're all friends, and Russell is the leader simply because he is the biggest and strongest.

Bully: Davis (because he was mini boss in chapter 1 (on mission The Setup)
Prep: Tad
Greaser: Norton or Peanut (because Norton was mini boss in Chapter 3)
Nerd: Bucky or Algie
Jock: Damon (as a best friend of Ted)
Townie: Omar (Zoe said, that Omar is right hand for Edgar)

2nd of command of bullies is the deleted character Bob. Bob was a bully in the game. didn't you notice there are 7 people in the clique while the others have 8 people. So my guess that Bob was supposed to be 2nd in command of the bullies. but was scrapped probably due to his homosexual quotes in free roam.

But for some reason if you Edit him into free roam the files list him as a Bully and he will hang out with the Bullies and talk to them.

I used to think he was meant to be a Bully, but now I'm positive he was supposed to be a Jock. Reason for that is because Bo's wrestling model is also set to be a Bully.

his original outfit was cut i think. including his winter outfit. now all he has is a wresling outfit and a appearence in the level cutscene of the gym is burning.

Chapter 1 Bullies
1.Russell(Leader) Is the biggest bully and is the toughest.
2.Davis(2nd In Command) He commands the bullies in the setup he is the original 2nd in
command. The Data files list him as Bully_02 and Russell is Bully_01 that even tells you.
Chapter 2 Preps
1.Darby(Leader)Is the strongest prep and has the best prep style hands up lol.
2.Bif(2nd In Command) He is the 2nd strongest prep but is faster than Darby.
Chapter 3 Greasers
1.Johnny(Leader) He is the strongest Greaser and the best fighter of the Greasers.
Peanut,Norton,Vance and Hal have more of an authority over the clique but the 2nd in command in the data files is Peanut.
Chapter 4 Nerds
1.Earnest(Leader) He is the boss and the most intelligent nerd of them all.
2.Melvin(2nd In Command) Only in the data files so I think the original is Algie.
Chapter 4 Jocks
1.Ted(Leader) He is really the strongest Jock he has an beta style that can beat Damon.
2.Damon(2nd In Command) He is the 2nd strongest Jock and poses more stamina than Ted.
Chapter 5 Dropouts
1.Edgar(Leader) He is the toughest Dropout although he doesn't have a boss style it is with his pipe. With his pipe that makes him one of the toughest leaders he can even beat Russell without his pipe.
2.Omar(2nd In Command) He is the 2nd strongest dropout he is originally suppose to be a melee.

It just seems like it, y'know ?   Trent seems to have a more visible presence in the game, and really most of the more memorable lines.
