Title: Train track

Hi. Im trying to get my last rubber band, which is on the train track, at the end in Blue Skies. I followed the track and i cant find where to even get onto it to get it, can someone tell me where i can get onto the track?

One of the train track entrances is in New Conventry, just follow the dirt path that starts near the abandoned tenements and there's another entrance near Bullworth Academy, just follow the dirt path that starts in front of the nerds' hideout.
