My meaing here is you see people here, Who are Hero member Or Member. Does a Admin give you a promotion/rank?

What you mentioned is chalked up to post count.

Promotions to staff positions are decided by the administrators.

Goes by how many post
 50- Jr
100- Full
500 - Sr.

and so on.
