Just googled around for Edna.
This came up. I never really concidered her a villain. Altough she did drug poor Watts...

I'd say she's more of a "supporting" character as she and Jimmy get along well and she's seen cheering Jimmy at the end.

E: I'd ignore that site. It claims Vic Vance [GTA VCS Protagonist] is a villain too.

She's a regular Typhoid Edna, that one is.  Into Date-Rape long before it was all the rage, I'll wager.
