Previously, we have speculated that a glitch prevented them from appearing at the overlook......

I have seen red radar sweeps there, but no Cops...I assumed they are in the tunnel to the Carnival right below the overlook....

No....Think they're running around in the tunnel below....

There's not too many spots in the game that has accessable levels one on top of the other...The Girl's Dorm is one, but they can run down the stairs at you...The overlook has no such easy access from the tunnel like that...

Under the bridges are another place, but I have never as yet been able to shoot a Girl or citizen down under there to see if that would work like the overlook...

Another odd thing is, you NEVER see anybody walking in the tunnel from the Vale to the Cariival.....

Had Cops chase me in the tunnel before....Got into a Spud Gun battle with them, and have both been busted and defeated them there before.......
