When & where do you beat up head prefect? and what happens after that?

There is no head prefect I think.

Seth is the head prefect. He is the one who says "Anger management is overrated, when you can beat people." If you try to beat him up you trouble meter will stay until he or another prefect/cop catches you or You go far away from the school. I tried to beat him up but he grabs you so fast and it takes 5 spun shots for him to go down.. Look at this page about him..
