Would it be possible to have a MOD with a full conversion of shaders and atmosphere from the ps2 version to the PC version?

Nope.
Modding the game's lighting is not a thing, yet.

You could experiment using ReShade. It let's you apply shaders to any game. Though I'm not sure which you need to get that effect  :)
