It's a glitch when I tried switching the player with peds (whilst being inside of a car).
It ended up removing pretty much everything except for the ground and other items.

No, I switched back and forth between Jerry, Vance and Jimmy whilst being in a car and that somehow happend :/

You mean is the mod possible to make? Yes
When will it be release? When the author of the mod feels like its ready to be open to the public.

Possible to release it? Of course. Do I want to right now? No.
I won't release anything that hasn't been fully done yet. Like I said, it was a picture from a very early work in progress.
