after the mission "russell in the hole", where is gary?

He Walked away but you can only see him on some missions like the eggs final showdown

He hides like the sneaky bastard he is.

It's pretty unclear.
He might have retreated to his parent's house and taken shelter there.
Or he could've been in the dorm hiding (when you were out doing Greaser-missions), like he claimed that he was doing during Final Showdown.

Probably in his room drawing up the blueprints to a death Ray! But no, seriously. Most likely just lurking around and watching for the right opportunity to swoop in and put his quote 'plan' into action. And as others have said already it wasn't really clear.

He does claim that while Jimmy went around getting the school in line, that he pretty much stayed in his room planning his take-over.
You do see him in a few other missions here & there, and it's often insinuated that he's up to all sorts of other activities away from Jimmy's sight.

I think that this topic is an appropriate place to voice my suspicion that, if not all clique leaders, at least Earnest and Derby were on Gary's side prior to Making a Mark and the whole City Hall Tag was a mutual plan.
Anyway I doubt that he spent the entire year in a small room in a noisy dorm. If I were trying to stay out of sight I'd stay home.

... Derby himself stated that he doesn't care about Gary so why on Earth would he want to side with him?

He probably hates Jimmy THAT much that he'll side with some bigger pauper to take down the first pauper.

If I were some selfish narcissistic awfully rich kid I'd much rather side with resident psycho for a day, rather than be some stocky freckled squinty-eyed punk's personal bitch.

Another thing Gary was probably doing was hanging out at Crabblesnitch's office all year and kissing his ass, doing favors for him, etc. Remember that becoming Head Boy was also very important to his plans. :ajajaxh5:

Yeah, even when shes 'not' there at the desk she can still be heard making announcements over the PA system! the only other place for her to make them from is Crabblesnitches office!

Regarding whether Derby would ever side with Gary.
Being the die hard Bully geek I am, I was listening to student quotes, and I came across Bucky's. One of his lines is "I saw Darby and Gary talking about something, and when I walked by they told me to shut up!". He sounds oddly excited about it, too.

Well, Tad Spencer was talking a lot with Gary, apparently....
“Oh, sorry about that, I didn’t know you were friends with Gary and the guys.”
“Wait until Gary hears what I going to tell him about Jimmy.”
“Gary told me you can’t fight.”

Bryce too mentions Gary a few times.
"I heard Gary has a new flunky, some kid named Jerry or Jimmy or Jesse or something."
"This Jimmy guy trying to get in good with us? Gary says his dad is that bum that begs all the time!"
"That despicable Jimmy's back on his terror campaign against preps. Gary was right, he is jealous of our breeding."
Looks like he's on friendly terms with a few preps. Could that be the reason why Greasers attack him on sight?
Also Pedro has two interesting quotes.
"I've heard that Jimmy's taken care of Gary! That's why we never see him."
"I heard Gary's going to come back and save us all!"
Does that mean that Gary's expulsion was meant to be kept a secret? And the 2nd quote doesn't make Jimmy's 'reign' sound pleasant at all.
