It's 2006 becuase the official website's yearbook (http://rockstargames.com/bully/facebook/) states that the events of Bully are occuring in the year 2006.

I agree with Bully_Nut and Greavesy, Bully is set in 1805. I mean, the technology, weapons, transportation, etc. is all proof!

I actally found out that at the jock club house there is a baseball banner that shows that the latest date for a campionship was 1997 check it out for your self
